Summary

This report was directed by the state Legislature in 2024 to assess the use of carbon dioxide removal (CDR) to meet statutory limits on greenhouse gas emissions defined in RCW 70A.45.020. The study includes recommendations on policies to grow Washington's carbon dioxide removal capacity, including compliance market development and government procurement policies. The study also includes information gathered from organizations and industry representatives involved in the design and deployment of CDR projects, trade associations, and climate and energy advocacy groups.
